To start it seems that the stat tomes do supply a permanent increase to a stat. There will be five tiers of tome each with a higher stats increase than the last. You will need to have a tier 1 before you can use a tier 2 etc. Tiers 1 - 3 will be available in the shop with 4 and 5 only very, very rare drops. Seems they will all drop in instances...
